Security Study - Federal Facilities

C2 Threat Solutions was retained to conduct a Security Study for a federal agency.  The project included conducting a Risk and Resilience Assessment using the DHS Interagency Security Committee (ISC) Risk Management Process (RMP) methodology on Field Offices and Diversion Dams.  The assessment included a threat analysis from domestic and international terrorist organizations and extremist groups.  We assessed the existing physical security measures and identified opportunities to mitigate security vulnerabilities.  We reviewed security policies and procedures and the staffing and training of security guard forces.  We conducted purposeful interviews with key staff to ascertain historical security data and concerns.  In addition, we conducted a lighting audit of each field office and dam using a light meter with a certificate of calibration with standards traceable to the National Institute of Standards and Technology. We delivered a physical security risk assessment and facility security plan for each field office and a physical security report for each diversion dam. In addition, we provided content for the facility's computer-aided design and comprehensive security plan. 

Security Modernization Planning Study - Federal Facility

C2 Threat Solutions conducted a Security Modernization Planning Study for a federal agency. The project consisted of conducting a Security Posture Report, and a Gap Analysis of the current security posture using the security requirements and security operational industry best practices. We identified and analyzed critical infrastructure (CI), concerning known hazards and developed recommendations to secure the CI at the appropriate level of protection. We conducted a gap analysis of their Occupant Emergency Plan (OEP) and provided written recommendations using the Department of Homeland Security OEP Guidelines, Interagency Security Committee standards, and Industry Best Practices. We delivered a security posture report and gap analysis on their critical infrastructure and OEP.

Gap Analysis using CPTED Methodologies - Federal Laboratory 

C2 Threat Solutions was retained to conduct a Gap Analysis of Campus and Zone Perimeter Security Study for a federal agency using Crime Prevention Through Environmental Design (CPTED) methodologies. The goal of the project was to evaluate the current security measures used on campus, including Video surveillance systems, and create an updated, cohesive system that protects the people, operations, and infrastructure on the campus. We conducted a site assessment, annotated existing conditions, conducted purposeful interviews with key staff members, completed a vulnerability assessment and risk assessment, and developed customized Level of Protection (LOP) requirements. We provided written gap analysis presentation content, CPTED and lighting survey observations, and recommendations content for the final Gap Analysis report, and briefing to the client.

 

Security Study - State Capitol Campus 

C2 Threat Solutions conducted a Security Study of a State Capitol Campus. The grounds comprise over 4.5 million square feet of facilities supporting 46 state organizations, including the Executive, Legislative, and Judicial office spaces.  The project included conducting a comprehensive security risk assessment of 21 high-value buildings, including the governor's quarters, parks, trails, memorials, monuments, and parking garages.  We assessed the existing physical security measures and identified opportunities to mitigate security vulnerabilities.  In addition, we reviewed security policies and procedures, as well as staffing and training of their security guard forces.  We conducted a lighting audit of each building using a light meter with a certificate of calibration with standards traceable to the National Institute of Standards and Technology.  We delivered a written physical security risk assessment report for each building, which served as a critical baseline for defining client vulnerabilities and identifying measures to mitigate risk.  In addition, we provided content for the overall comprehensive security plan to improve their security posture.

Physical Security Risk Assessment - County-wide Facilities

C2 Threat Solutions was retained to conduct a Physical Security Risk Assessment on 12 County facilities, including parks and a recreation center, public infrastructure, a courthouse, a fire training center, and a county administration center using the DHS Interagency Security Committee (ISC) Risk Management Process (RMP) and CPTED methodologies.  We assessed the existing physical security measures and identified opportunities to mitigate security vulnerabilities.  In addition, we reviewed local crime data and their EDNA (Emergency & Disturbance Notification Alarm) systems.  We conducted a lighting audit of each building using a light meter with a certificate of calibration with standards traceable to the National Institute of Standards and Technology.  We delivered written recommendations for security designs responsive to security needs, long-term and short-term security measures and solutions, recommendations for staff training and exercises related to workplace safety, and general security measures for open areas such as parks, boat docks, and ball fields.
