
Security Study - Federal Facilities
C2 Threat Solutions was retained to conduct a Security Study for a federal agency. The project involved performing a Risk and Resilience Assessment using the DHS Interagency Security Committee (ISC) Risk Management Process (RMP) methodology at Field Offices and Diversion Dams. This assessment included a thorough threat analysis of both domestic and international terrorist organizations and extremist groups.
We evaluated the existing physical security measures and identified opportunities to mitigate security vulnerabilities. Our review encompassed security policies and procedures, as well as the staffing and training of security personnel. Additionally, we conducted purposeful interviews with key staff members to collect historical security data and address any concerns.
Furthermore, we performed a lighting audit at each field office and dam using a light meter that is calibrated to standards traceable to the National Institute of Standards and Technology (NIST). We delivered a comprehensive physical security risk assessment and facility security plan for each field office, along with a physical security report for each diversion dam. Additionally, we provided content for the facility's computer-aided design and comprehensive security plan.
Security Modernization Planning Study - Federal Facility
C2 Threat Solutions conducted a Security Modernization Planning Study for a federal agency. The project involved preparing a Security Posture Report and performing a Gap Analysis of the agency's current security posture by utilizing established security requirements and industry best practices.
We identified and assessed critical infrastructure (CI) in relation to known hazards and developed recommendations to ensure appropriate levels of protection for the CI. Additionally, we conducted a gap analysis of the agency's Occupant Emergency Plan (OEP) and provided written recommendations based on the Department of Homeland Security OEP Guidelines, Interagency Security Committee standards, and industry best practices.
Ultimately, we delivered a comprehensive Security Posture report and gap analysis concerning their critical infrastructure and OEP.
Gap Analysis using CPTED Methodologies - Federal Laboratory
C2 Threat Solutions was retained to conduct a Gap Analysis of Campus and Zone Perimeter Security Study for a federal agency using Crime Prevention Through Environmental Design (CPTED) methodologies. The objective was to assess the current security measures on campus, including video surveillance systems, and to create an updated, cohesive system to protect the people, operations, and infrastructure.
Our process included a site assessment where we documented existing conditions, conducted structured interviews with key staff members, and completed both a vulnerability assessment and a risk assessment. Based on this analysis, we developed customized Level of Protection (LOP) requirements.
We then provided written content for the gap analysis presentation, observations from the CPTED and lighting survey, and recommendations for the final Gap Analysis report and briefing to the client.
Security Study - State Capitol Campus
C2 Threat Solutions conducted a security study of a State Capitol Campus, which encompasses over 4.5 million square feet of facilities supporting 46 state organizations, including the Executive, Legislative, and Judicial office spaces. The project involved a comprehensive security risk assessment of 21 high-value buildings, including the governor's quarters, parks, trails, memorials, monuments, and parking garages.
We evaluated the existing physical security measures and identified ways to mitigate security vulnerabilities. Additionally, we reviewed security policies and procedures, along with the staffing and training of their security guard forces.
A lighting audit was conducted for each building using a light meter, with a certificate of calibration standards traceable to the National Institute of Standards and Technology. We delivered a written physical security risk assessment report for each building, which served as a critical baseline for defining client vulnerabilities and identifying measures to reduce risk. Furthermore, we provided content for the overall comprehensive security plan aimed at enhancing their security posture.
Physical Security Risk Assessment - County-wide Facilities
C2 Threat Solutions was retained to conduct a Physical Security Risk Assessment for 12 county facilities, which included parks, a recreation center, public infrastructure, a courthouse, a fire training center, and a county administration center. We utilized the DHS Interagency Security Committee (ISC) Risk Management Process (RMP) and Crime Prevention Through Environmental Design (CPTED) methodologies for this assessment.
Our team evaluated the existing physical security measures in place and identified opportunities to mitigate security vulnerabilities. We also reviewed local crime data and the EDNA (Emergency & Disturbance Notification Alarm) systems.
As part of our assessment, we conducted a lighting audit of each building using a light meter with a certificate of calibration with standards traceable to the National Institute of Standards and Technology. We provided written recommendations tailored to the specific security needs of each facility. These recommendations included both long-term and short-term security measures, suggestions for staff training and exercises related to workplace safety, and general security measures for open areas such as parks, boat docks, and sports fields.
