Rodger 'Kevin' Clark

Senior Security Consultant


Kevin has over 30 years of hands-on experience within security, emergency management, safety, and law enforcement.  He has extensive skills in security and emergency planning as well as identifying, mitigating and correcting security deficiencies critical to the protection of critical assets, facilities, staff, and visitors.  Kevin has personally performed over 200 Threat and Vulnerability Assessments on federal, state, and local facilities.  He is responsible for the development and execution of physical security, threat and vulnerability hazard analysis for customers such as the Department of Defense, state government, and private organization. Kevin was a key participant in the development of policy on national security issues including the sharing of terrorist information between federal, state, and

local law enforcement. Some of his previous projects include working as a Senior Mission Assurance Analyst, an Anti-Terrorism Manager, Physical Security Inspector, Emergency Manager, Security Engineer, and Nonlethal Weapons Instructor.  He is considered an authority in his field teaching organizations how to assess vulnerabilities of a facility or structure, and how to plan for, mitigate and respond to active threats.  Kevin is qualified to instruct “Run, Hide, Fight, Tell”, “Avoid, Deny, Defend” and “Alert, Lockdown, Inform, Counter, and Evacuate” in response to active threat events.  He is a certified Firearm’s Instructor and Defensive Pistol Instructor by the National Rifle Association.  Kevin completed the Utility Risk and Resilience Certificate Program by the American Water Works Association and holds a Master’s degree in Emergency and Disaster Management and a Bachelor of Science degree in Criminal Justice. He holds an inactive TOP SECRET clearance.


Kevin has wide-ranging field experience in risk management, threat analysis, and conducting protection program higher headquarters assessments at Army installations and large campuses from his years in the military and work after the military.  He advised senior commissioned officers at the 3-star General Officer level Command on disaster relief to civil authorities. Kevin taught and advised on response procedures to high-threat incidents and enjoyed the privilege of coaching, teaching, and advising at every level of command to include the most senior levels.  He is a graduate of the Homeland Security Exercise and Evaluation Program and has extensive experience in planning, organizing, and evaluating large-scale training exercises.  He understands the principles of duty and selfless service and he possesses the ability to use discretion when handling sensitive and highly confidential information.  Kevin enjoys a reputation for being a detailed oriented self-starter and someone known to be knowledgeable, resourceful, insightful, approachable, and easy to work with.
