Brenda L. Clark

Senior Security Consultant


Brenda has over 30 years of hands-on experience within security, emergency management, risk and resilience, law enforcement, safety, victim advocacy, and organizing and evaluating large-scale training exercises.  In her capacity as a senior law enforcement officer, her work involved security program management, risk evaluation, and risk mitigation for large campuses throughout the world.  She taught and advised on response procedures to security incidents at every stage and enjoys a reputation for being a high-energy self-starter and someone known to be knowledgeable, approachable, and easy to work with. Whether she is conducting threat and vulnerability assessments on facilities or structures, teaching how to control access to sensitive and/or classified facilities, planning, or advising how to respond to an active threat, Brenda brings the 

commitment, due diligence, and professionalism from years of training and formal education to every task.  Brenda completed the Utility Risk and Resilience Certificate Program by the American Water Works Association, holds a Master’s degree in Management and Leadership, a Master’s degree in Political Science with a concentration in Public Policy, and a Bachelor of Science degree in Criminal Justice. She holds an inactive SECRET clearance.


Brenda has extensive training and experience in planning, organizing, observing/controlling, and evaluating large-scale exercises.  She is a graduate of the Homeland Security Exercise and Evaluation Program and has wide-ranging experience with large-scale training exercises.  She understands the principles of duty and selfless service and she possesses the ability to use discretion when handling sensitive and highly confidential information. 


Brenda managed the Sexual Harassment/Assault Response and Prevention program for the largest Civilian-Accredited Service School in the U.S. Army.  She is a certified advanced level victim advocate skilled in finding dysfunctional systems and affecting positive change through program and project management methodologies.  Brenda was responsible for mitigating safety risks for victims of Sexual Assault and Sexual Harassment and taught executive-level Victim Advocates and Sexual Assault Medical Forensic Examiners how their profession intersected with advocacy for victims of sexual violence.  She is recognized as a Nationally Certified Victim Advocate by the National Organization for Victim Assistance.
